Desperate for help with 1989 Honda B100S 4 stroke

Bought a 1989 honda 4 stroke and the seller started it up fine. When I took it out later, the engine started for about 15 seconds then I pushed in the choke and it started revving very high. I cant even get it into gear. The choke and throttle linkages do not seem to touch. Its like the choke does the opposite of what its upposed to do. I have not been able to find any information, more importntly solution, regarding this issue out there so any help is appreciated.
