Damaged Shift Washer?

After doing some reading on this forum, I've come to realize that there are two washers that fit over the shift shaft on the MC-1, yes? A rubber one and a SS one. Well, I only have one and it appears to me as if it "malformed". Before I put the sterndrive back together, I feel I should probably find a rubber washer and a replacement SS one as well. Looks as if the SS one can be found at any hardware store, but since I don't have the rubber one, not sure if it is special or not...can I get that at the hardware store as well?

that damage happens when the upper shoe is forced onto the lower spline by drawing the nuts together and forcing it together
