Cylinder Sleeve for 3.7L Mercruiser?

I have rebuilt several automotive enigines but am new to the marine world.

My friend recently gave me his old boat for free (it has some major issues!)

The inboard motor is a 1989, 165 HP, 4 cylinder, 224 ci, 3.7L.

The Issue:
When I added cololent to the resevoir, it immediately drained into Cylinder #1 and it had no compression, I removed the head and the cylinder wall was ruptured, from what appears to be a broken ring...

Question:
Can I have a machine shop "re sleeve" the cylinder?

My first boat had a 3.7 with two broken rings in the rear cylinder. The cylinder wall was beyond borable. I talked to a number of shops with the same response. The Seloc manual(for what it's worth) says the same thing. It's an unsleevable engine. I ended up buying another complete engine instead. Runs like a son of a gun. My 16.5' Bayliner does 52!
