Cutting holes in a new boat cover.

So i bought one of the iboats covers for my boat a few weeks ago and in that time my docking system has changed. I now have to tie up to a dock rather than lifting the boat out of the water. My problem stems from the fact that i cant figure out a nice way of cutting a hole in the cover to run the dock lines to the 2 cleats. Im guessing there might be some sort of sandwich type device i can use to dress the cut but i can't find anything. The only real boat upholstery shop near me quoted me more money to put the holes in than the cover cost. There has to be a diy type thing i can seem to find.
It's a sharkskin plus canvas if it needs a specific device.

So im thinking about using tear-aid patches behind the area and then cutting my holes. Im hoping the tear aid will make it nice and clean and stop it from ripping more.

That, or a canvas repair kit, w/the extra fabric on the inside..

Mark it and take it to a canvas shop so that they can reinforce it.

I've already tried that. Almost $300 to cut 2 small holes for the cleats. Maybe 3in long. They are known to be over the top expensive but are the only place within a reasonable distance.

Then you better learn how to sew because that is your only real option. :)
