CT Police Driving With Blue/Red Lights on Steady

I just drove to CT this AM as we usually go there a few times a year. Today I noticed that all the Police cars were driving with their blue and red lights on steady, not flashing.

It seems like a new thing, and much appreciated, as we can see them coming now
