So if your fuel pump obviously works with voltage jumpered to it, you have a wire to trace to see what is stopping the voltage from being applied. Test the supply wire to verify there is no voltage there. Could be the ground is the problem. If the wire has no voltage on it, trace the wire to the origination point to see where it goes. Something is keeping the supply voltage from getting there...
