Crossmember Bolts

I have a tandem trailer in which all of the crossmember bolts have become completed rusted on. So much in fact, I cannot read the heads of the bolts to see what grade # they are so that I can replace them. The trailer is used for a 23ft Bowrider which has a weight of about 4000pds with a full tank of gas. I would like to go with grade 2 since that is the highest grade that can be galvanized but I am not sure if grade 2 will handle the load.

Personally, When I am using any bolt for the trailer, I use Grade 8
