cronic problem with cooling water

I have a '95 Mercury 200 hp power head on a '90 lower end and I have had a continueing problem with water reaching the head and coming out of the pee hole. With a hose hooked to the engine it usually takes a minute or two for water to come out. But I tried it today after the engine sat all winter and can't get any water to come out of the pee hole. Waters always been slow to come out, and only after new impellers does it seem to come out with any regularity. Is this a cronic problem with these outboards? When waters coming out at idle, pressure is only 2-3 psi. No other engine i've owned has had so little water coming out of the pee hole. And today I cant get any to come out. <br />Any help would be appreciated. Thank you

Not that I am an expert but, just like a person if the pee hole is slow theres a plug someplace!

Like any outboard cooling prob, you gotta mafe sure the pump is ok...once verified then inspect the poppet valve on lower starboard side of powerhead...if seashells/gravel have jammed valve open motor will show low pressyre at low rpm's. These motors never had a good teltale stream until the motor was warmed up and the thermostats are open.....

use compressed air to clear it out along with a light solvent.<br />good luck
