Couple Questions about a Late 70s Mercury 40HP

I have what I believe is a late 70s Mercury 40hp outboard. It is the black motor with blue strips. The serial is 3344849. So i guess that is the first question. What year is it?

The second question is what is the oil mixture for this motor?

And the third is. I used to have a constant stream of water coming out of a small hose on the side of the motor. NOw I do not have any. Is there supposed to be this stream all the time? I ran into some mud and I am only guessing thats when it stopped coming out of that hose. From what I can tell it is still coming out of the back of the motor but not out of that hose. I dont want to overheat this motor and junk it, it runs too good for that.

1972 model 402, 50 to 1 mix and the telltale could be plugged if you have water out the back of the engine try to rod or blow it out the get junk in them during storage or if there is not water at the back or the engine is heating up the w/pump has failed.
