Started the motor and water is mixing with the oil, looks like coffee. Removed the head, which had the head bolts loose and this is what the head and exhaust gasket look like.

Nope,... I don't see water in the oil there,...
How about a closer, Clearer shot of the Headgasket...
By the look of the exhaust gasket,... None of the bolts were Tight...

How much water is in the oil? Nothing in those pictures or you comments would lead me to think head gasket.

The longer I run the motor the more water goes into the oil pan, if I block the hose that goes to the carb from the valve cover, the water shoots out from the oilstick.

Sounds more like a cracked block than a head gasket leak

 Is there a section here on how to convert an inboard to an outboard?

Hard to tell in the pictures --- > I would check the head over good and if you do not see anything wrong get it magnafluxed and checked for flatness --- check the block with the pistons all the way down with good light for cracks.

Then if nothing is found, I would change the gaskets and torque everything down and give her a try :D

If this is your long time boat ----- sounds like a plan. :)

If not and the head bolts were loose ----> smells fishy to me --> like someone has already been in there and found something they didn't like

Best of luck
