Well I can tell you, it does not look like Japanese, I spent a lot of time learning the Japanese language because my first wife was Japanese and I needed to understand what she was saying and writing. Looks like it could be one of the various forms of Chinese dialects, but I can't be sure.
Where did she find it? You might want to take it to a local college and see if they have some translators that can identify it, now there are a few forms of island dialect that come under Japan as well as all of the Asian countries. Like I said, knowing where it came from will go a long ways to identifying and translating.
