Could a power pack cause incorrect rpm issue's

Johnson 50hp TLEOD two cylinder 1995. RPM's vary from 3100-3400 dependent on water, wind, load, ect. Just recently bought this boat/motor so I have no prior knowledge on whether it's always been this way or not. Previous owner sold his home and moved out west so he's unavailable for information. Rebuilt the carbs and had link/sync done by JohhnyRude dealer. I'm tempted to take it back there for this issue but they are expensive and maybe it's something I can sort out on my own..I'm a hands-on type guy whenever possible anyway. According to all I've read the SLOW system wouldn't allow over 2500 rpm operation if it were faulty. The former owner re-moved the oil injection after having to have the powerhead rebuilt ( bored .20 over with new pistons, wrist pin bearings etc installed) when the injection failed.. I wonder disabling that system could affect rpm's. Compression test yielded 140 and 138. Spark test jumped a full half inch with nice blue poppers. I have noticed this motor runs cool. I mean even when it's hot out the pee water is nowhere near hot, engine is cool enough to hold hand on it anywhere.. maybe a faulty stuck open t-stat could limit rpm's? This rig sat for a year and he had to replace a powerpack to get it fired up then found out the carbs needed building too and then I came along.. Open for any and all help from the heavy hitter's.
