....to increasing an engine's horse power? I have a 2006 15 HP electric start outboard that I want to add some umph to. My boat is rated for 35 HP, so I've got a ways to go....if it's practical?

Re: Cost effective approach?

In the used outboard market your 15 is probably valued at pretty close to the value of several brands of older 25 to 35HP outboards.

Hopping up the 15 would be expensive and yield little in the way of higher performance. It would also make the "15" tempremental and lousy at low rpm.

I think your most cost efficient option is to change to an older 25-35HP outboard.
