The choke is usually operated by pushing in the key, Leopoldo.<br /><br />The tab that lifts up is for increasing idle speed while warming the engine.<br /><br />If the button you ask about is on the hub of the throttle/shifter lever, it is for disengaging the shifter from the handle so that it operates the throttle only.<br /><br />You really need an Owner's Manual.
