Control neutral lock

This is probably just a little dumb@ss problem. I have a quicksilver cable control on an 1986 Searay Seville. My issue is that the neutral release doesn't seem to do anything. I started taking it apart and found that the spring was off it's mount in handle and, with further testing, can confirm that the pin at the hub of the control lever (the one that is lifted by the long brass rod), does indeed lock the control in neutral when it's in, so I'm pretty sure the issue is in the control handle and not any deeper (I was all set to disassemble it all but no need this time). However, once lifted, it does not reseat itself to lock the control and the neutral lock then does nothing. I have young kids and it seems like a sort of safety thing in the making. I can see how the spring moves the locking handle back to position, but not how that would rotate the rod once it's in the "unlock" rotation. Any help would be appreciated.

OK, so to rephrase: I can get (6) to lift (7). (7) locks the position of (5) and that part works. I can rotate (6) to lift (7) but (7) doesn't go back into a lock position when released. I think it's about how (6) is supposed to sit in (trigger) so that (spring) will rotate it back. I'll take another look but I couldn't find a slot in (trigger) that would rotate (6) back and forth. (spring) does a good job of pushing (trigger) now, as it didn't before I disassembled it so I think I'm just one step from getting it right.
