Control lever

I have a 2000 19SS Stratos. I'm trying to get the control arm off !!! I have to remove panel behind it to replace it! I have already taken handle lock and power tilt button off. The rest is giving me fits. I know there are three screws to main housing have them loose. Arm is locked on some how.
I should also state that mine has the built in hot foot ! If it is pressed down at all, will not go in any gear!!!
I appreciate any help.

put control in reverse or forward all the way. at the bottom of the handle should be a slot, for a allen wrench. loosen and slide off.

It was on reverse side! I couldn't see it had to use a mirror to see it!
That was what I needed. Panel is off now! Have already painted it also.
