'93 NS40C Remote Control RC5 Question

I have a remote here that I am troubleshooting. The motor side shift cable moves the full range as it is supposed too during controller movement but the throttle cable does neither moves nor raises rpms. Motor starts and idles fine and the neutral idle lever moves full range but does not raise rpm's.

Is it possible that if the throttle cable is froze the remote still moves the full range and shifts F+N+R ? Do I need a new control box, throttle cable, or both?

Odds are the throttle cable either fell off at the clevis at the box end, or the cable is broken. Open the access cover at the RC box to verify.
