Continental trailer "surge brake adjustment?"

I have surge brakes on my 2005 aluminum continental trailer. They are disc brakes. I would like them to start braking earlier than they do, Is their any adjustment for this? I can feel the tounge moving rearward quite aways before the master cylinder is engauged. The trailer brakes work ok but need to engage slightly sooner and give a little more help. Any ideas?
