Constant power to solenoid.

I have an older mercury not sure the year but the serial number is 4233154. Went to start it and the starter kept spinning. Shut the key off and it still spins. Checked the solenoid and I have power at the red wire and the yellow wire to the starter also the trigger wire you take power away by unhooking the red wire to the solenoid or the little black wire, also if you unplug the main harness from the side of the motor or unhook the battery. Put 2 new solenoids in it and a new key switch. Any help would be great.
