Congealed substance in near water pump

I just pulled my stern drive to replace the shift cable and noticed a congealed substance in the water line and in the stern drive. It was clear and seemed to dissolve when squished around in my hand. It didn't have any other real characteristics, no smell..

Has anyone else experienced this or can anyone tell me what this is?

is there any reason for concern or any additional looking I need to do?

I didn't really consider that.

BTW its an OMC King Cobra sterndrive 93 off a 5.7 ford
