confused over location of strange drain plug

I just got a 11ft speed boat. Now it has one plug at the rear which is obviously normal however inside the boat at the front on the deck just infront of the seats., there is another hole with a screw in plug.

I was unsure what this is whether its to fill a ballast tank or something else. I didnt think small boats like this would have a ballast tank and if it is how do i drain it?

Any thoughts on this appreciated

I've never seen a balast tank in a boat that size so I doubt that's what it is. If this boat is some kind of racing boat, since you called it a speed boat I guess it could posibly be a balast tank for fine tuning trim. Seams to me it's more likely for some screw in accessory.

Could just be a way to flush the bilge. Might want to stick a fish tape through it and see if it pops out in the rear

Not sure how old the boat is so that info is needed as well as what it's made out of. My first thought is it's a air chamber to give it positive floatation in case she flips,since you state it's a speed boat.Is that the only access to that chamber and does it appear to be airtight? Any pictures would help.11 ft. boat,flip it to drain it.

It's not a larger hole in diameter of say 2" or more, which a white screw in "plug", is it? If so, it's an access hole.
