compression problems or not??

I do not have a way to check the compression on a 1970 johnson 85hp. ( i live over 100 miles from a decent sized town). The motor is getting fuel and spark but will not start. While cranking the engine, it will puff smoke out the exhaust, but will not start. I was curious if this could be due to bad compression? Any suggestions would be appreciated.

this is also handy. your spark should jump 1/2 inch atleast.
