Cold start flooding no start

I have a 89 88spl evinrude compression is 120 give or take a few pounds across all 4 cyl running in drive way starts rite up took it to the lake next day wouldn’t start pulled plugs soaked put lighter to plugs fired rite up a lot of fuel discharge it seemed when it was backed down the ramp the first time after heating plugs backed down ramp started up idle was low and stalling when put in gear finally got it off of trailer took it for a hour ride ran great even at idle what I checked primer solinoid good new plugs good checked coils good starting procedure I did was half on warm up lever push key hold and start nothing thinking the float is open or stuck but ran good other then that new primer bulb won’t get hard like floats are open any ideas would be great full thanks

The primer bulb must go hard.-----Find the leak.-----Check the diaphragm in the fuel pump.-----The fuel pump must work to provide fuel pressure to the primer valve !

Ok thank you I have the fuel pump rebuild kit and going to do carbs also thank you for replying when get those installed I will get back on forum

Ok so I rebuilt fuel pump rebuilt carbs but still can’t get primer bulb hard I went to check check ball and there is not one there motor started but it took a while because primer wouldn’t prime but once the carbs filled motor fire up not sure if cold start and flooding is fixed any suggestions
