cold carbs, questions from new boater

Are carbs supposed to be really cold after use? They were so cold there was condensation on the outside and on the butterfly ,i think that is what they are called on a carb.

Also, What should I expect to pay to have an outboard tuned up? Ballpark?

Also by a tune up, I would assume air fuel mixture, and timing. Any clue what people pay for that, I am scared to take it in for service, because I have no idea what boat maintenance runs.

Carbs will chill down with use. Combination of air flow and fuel vapors will cause it.

Tune up can be many different things, depending on the engine and its condition.

Could cost $30 to have it looked at and have the spark plugs changed.

Or could cost $400 to have the waterpump changed, fuel pump rebuilt, spark plugs, points/condensor, carbs rebuilt, new fuel filter, etc.

Sorry to be so vague, but there is no answer until we know what engine, and its condition.

Force 125, fuel filter is good, gets up and goes, but I have had it sitting around for 6 years not being used. Finally decided to get her up and running. Blows alot of blue smoke during idle, WOT not much smoke. WOT is supposed to be 4500-5500. Max I can get is around 3900 rpm. Definately hear missing. Also hear it while flushing motor with hose. I pulled the carbs off earlier this year, disassembled them and cleaned up with carb cleaner. New plugs this year.
I am pretty sure it should be timing and air/fuel. Do you assume it should be under $100?

If they are gonna do anything on the carbs, like sync them, or air/fuel, it will likely be over $200 to start.
