Hi I have a 125 force outboard I recently purchased and cylinder 3 and 4 are not firing and there seems to be water on the tip of spark plug . Is my head cracked??

Post compression test numbers.----Could be a blown head gasket.

Sorry to inform you .----Pull the head.---You may not like what you see.----But lucky you if it is a blown head gasket.

Quick question.. the motor will run.. I’ve had out on the lake but it won’t get any sort of speed to it before it bogs down is that anything hopeful to look at or is it most likely shot

The compression numbers are low, number 3 and 4 way to low.
A healthy engine would have about 140-150 PSI in compression.
Number 1 and 2 could be in good shape cause the numbers can depend on the compression gauge, number 3 and 4 are bad even if the gauge shows low numbers.
Pull the head and take a look at the cylinder walls and the pistons.
As racerone says, it can be a bad head gasket between cylinder 3 and 4 or bad pistons and rings.
