Okay...in this pic

there are 3 letters. At C there is a bar above the letter. When the throttle is full it pushes the bar to the rubber ball...when I back off the lever comes back. HOWEVER, the lever does not go back as far as it should to get the engine to idle lower. In fact when I pull position A back manually it still goes about an inch back and gets to a wonderful low idle. This means two things are wrong...At B the throttle cable is stretched. I cannot tighten it anymore. Or the lever at C is stuck and I need to take off flywheel etc. to lube.

What are your thoughts. thanks.

it sounds like the timing plate is hanging up on the return.

I would start with square one and adjust everything according to the manual. In your pic the idle adjustment screw in not resting against the stop. I am assuming you have not manually pulled it back then?
