My 71 evinrude has a lot of gunk in the upper housing. What is the best and safest way to clean it?

Get a bunch of rags and start wiping, I would damp them with kerosene, a heavy mix of dish soap might work also.

WD-40 or similar, and an old toothbrush. An air hose is good to blow off old dirt and grime after you loosen it up with the WD-40

The best thing I ever found to deal with gunk is Gunk Engine Cleaner.

Thanks for the suggestions. I had forgotten about gunk engine cleaner, and the air hose is a good idea also.
