Clean, add Carb Kit and adjust pilot screw on 1994 90TLRS

After putting the kit into the carburetors, the manual says to start with an initial setting of 1 1/4 turns out for the pilot screws.

If they are set there and no further adjustment is made, will that be sufficient? I ask this because I tried to adjust them with the engine running, but can not detect any change in RPM or sound unless they are drastically screwed in. I understand these screws do not adjust mixture. They only determine how much of the mixed solution will be passed. If they are open a little more than 1 1/4 turn, the only consequence will be too much fuel-air solution flow (rich). Closed down less than 1 1/4 turn could cause lean operation. Is that right? Thanks for any advice. I'm still learning, so pardon any dumb questions.

If carbs are cleaned properly then the factory setting should be all that is needed to run properly, but can be fine tuned if there is a problem
