Classic 80's Nissan 35 bound up

This outboard was fine then stopped after some rattling and won't turn over, but will go counterclockwise by turning with hand. I have seen these before where you can take a breaker bar socket wrench and force a turn over, but then after a time will lock up again.???

If it can turn backwards but not forwards, something is probably broken. Could be a magnet jamming against a coil (or a loose screw) under the flywheel, or something internal.
