chrysler manifold question

Chrysler v-8. from late 1970s
I removed the manifolds, they were done at least once before in the past as the ones that were on were osco. I found that the two rear bolts were broken and even with the block. I can tell that they were broken in the past and not when I was removing them by the way they look. Is there anything I can put on the surface of the block and manifold to stop a leak when I put this back on because I don't think I'll be able to get those bolts out as they are even with the block and extremely rusted.

The tool is called Drill Out Extractors.
Left turning drill point.
Drilling will produce heat, aiding in removal.
Most times, the broken bolt will just back out, no damage to the threads.
Use of Aero Kroil penetrate will help.

Ayuh,... If they were center bolts you Might have a chance,...
End bolts just Have to be there...

When drilling a pilot hole in the broken piece,...
Drill ALL the way through,.. Not just deep enough for the easy-out...
If you have Ox/ Ac torches,... After drilling, heat the broken piece as Hot as possible,+ then Quench it with water...
Then add penertrating oil, the easy-out,+ Hope...

He's right, get it hot and it will help break it free. The heat and quench cycle will break the rust free.
