360 Chrysler with good-testing alternator and new regulator charging at 17.5v @2000 rpm's. Any ideas appreciated.

Is the indicated voltage on the dash gauge, or a multimeter?

a known-good DVM. I should have added that this is an old boat, so I do not know the maintenance history.
Thanks,
-Nick

Take your battery to to Autozone or some other shop that will test it for free. I had a cell going bad in mine and it caused my charging system to overcharge.
