As noted in several hundred posts a year here, there is no spec for psi, Bear. There are far too many variables, each of which may affect psi. There is a spec for range, however: all cylinders should compress within 10-15% of all others when tested identically.
But we do have opinions. Here is mine: A rope start twin is probably healthy if both cylinders are within 15% of each other and over about 60psi. Electric start with a hot battery I would look for more like 90psi.
