Chrysler 75hp,"EVERYONE" I got it started

Hey everyone. I got it started, man I been working for this a long time. Ok it started but not fixed. When it started it was idleing real fast and thick white smoke was pouring out the exhaust. It ran about 15 mintues before I cut it off. The smoke was real stronge with gas. It burnt my eyes.Water in trash can I was useing was full of black oil. I need to idle it down so I can adjust timming with a light and adjust carbs. I need you guys to suggest what to do now.I found a reed drain assembly on side of the head and it had a hose comming out of it , I took it off and tried to blow through it. I could not. I replaced hose but should I dissemble the reed drain plate to clean inside. Help me out guys. :D

UPDATE:<br />I cleaned carbs twice, reset timming, tryed adjusting carbs Idle screws, backed out tower shaft Idle screw. adjusted throtle cam. Ive backoff everything I can fine to lower Idle but still at 1100 rpm. Book says 750-800 before you can make final adjustments. Still have stronge gas smell .Still have white smoke but it has lessoned since I let it run 30 min. Everybody Tell Me What You Think ! John Allen <br />P.S The plugs 1 - 2 have black sut on them and 3 has black and is wet looking.

It sounds like it is running rich by the condition of the plugs. Double check the float level in the carbs.
