Choke problem

I have a evinrude 115 82 ish model. My engine runs great on muffs. When i place it in the water at the ramp and drop the engone sown it dies. I can only start it with the manual choke because the electric is broken. My question is if the buttterfly opens to quick ( less than a minute) will this cause the engine to die in idol? Or is this a engine that needs the carbs cleanned? How can i test it before i spend the money on a cleanning or a rebuild?

Make sure your idle speed is correct, when in the water it needs to be 750-800 in the water and in gear. If you are running it on the hose it will probably be closer to 1000.
