obj,<br />im on day three trying to get this motor running andit appears im back to square one.we have no ignition when key is turned sometimes horn chirps when turned to on position,sometimes a chirp after releasing from start position. also can hear faint crackling noise coming from horn when key is held in start position.can a bad horn keep motor from turning over?

Could be bad connections or a bad switch. Check all the connections, from the battery to the engine. I can't remember what engine you said you had in the previous "chirping" post. It's usually better to post new questions on the same message thread you started with.

Clean your battery cables too, both ends.
