Chev 305 inboard exaust steam question.

Good day, Gentlemen.
I am new on this forum and hope I can be as much help as what I seek.
We have a 28 Bertram with twin 305's gas. The starboard motor has way more steam in the exaust at plane than the port motor. We changed risers and manifolds but it made no difference. (don't worry, it was time to change them anyway) One thing, the muffler on that side is needing replacing. I'm wondering if a shot muffler would pass more steam than a good muffler would.
Am I barking up the wrong tree, here?

When was the last time you checked your raw water pump impeller? Less water, more heat and steam.

The mufflers have nothing to do with it, they are after the steam making machine. ;)
