Carver that has been sitting

I stumbeled across a 1979 23' carver montego. It has been sitting for atleast 10 years. The bilge is full of ice up to motor. Motor has no oil in it. Im not afraid of doing work but is this just a lawn orniment now

Chances would be great that this is not the first time ice has filled the bilge. When all that previous ice melted back to water, where do you think it went? I'm gonna guess that a lot of it absorbed into the transom and the stringers.
