I burnt a buddies motorcycle to the ground when we were teen agers using regular ole clear tubing for the fuel line.
I can't image he was too happy
Can a marine-rated inline fuel filter connected with USCG approved fuel line be used as a sight glass in lieu of the tubing?

As long as it's not in the engine compartment, yes. No glass 'sight bowl' is allow in the engine compartment due to the likelihood of breaking in the event of a fire.
Do they often fog up over time or is likely a sign that there is fuel in there?Tygon is a product name. We use it on our equipment offshore, for carrying hydraulic oils.
Here's a link to the rating by the C.A.R.B. Tygon tubing - Wikipedia, the free encyclopedia
The other thing to remember, while tygon is rate to carry fuel, in this case it should only have fuel in it when the fuel pump diaphragm ruptures. Other than then, it should be empty....
