Carburetor adjustment proceedure

My Factory Service Manual for my 2001 Johnson 150 says that when you adjust the low speed mixture needles, "the engine must be in the water at neutral trim angle, with the correct propeller installed. The boat's movement must be unrestrained".

Does anyone know why the boat's movement must be unrestrained? It's a whole lot easier for one person to adjust the carbs when the boat is in gear, tied to the dock. More importantly, is it really necessary for the boat to be moving when you make these adjustments. I've seen techs do it in a test tank.

Basic setup can be done with the motor static.
Final tweaks are best done in gear moving at idle/trolling speed for best performance.

when they get it right in a test tank most are lucky.
