Carburator issue

I have a 1983 Johnson 115 hp outboard, the butterflies in the carbs are all in the shut position, when I push the key in to choke I can hear the electric choke clicking but see no movement of the butterflies, shouldn't the butterflies be in the open position before starting then close when activated by the key

Assuming your '83 has the correct carburetors on it, there are no choke butterflies. It has a primer instead of a choke. The click you are hearing is the primer solenoid.

The butterflies you are looking at are throttle butterflies----not related to choke butterflies.

NO, no------Nothing visible moves on that motor when you push in the key.------It is equipped with a wonderful electric valve that opens when you push in the key.-----So when the motor is cranking and that valve is open fuel is squirted into the engine for near instant start-up.-----A way better set-up than choke flappers.-----They even put a red lever on that valve so you can operated it manually.-----That motor can be started and it will run with a dead battery !
