carb trouble on suzuki

2 out of 4 years bottom carb needs to be rebuilt at beginning of season. They were winterized. The engine serial # is 170400 DT140 suzuki

how thoroughly do you winterize and are you draining the lower carb bowl which I believe is tricky to reach on yours? I fog both carbs but good then keep fogging while running it out of gas and then drain the carb bowls (at which point gas always comes out). Then I pull the plugs and fog the motor from that end turning it over by hand. Finally I tilt the motor up and more gas usually drains out of the bowls.
