A carb stix tool (or vacuum gauges) are not needed on J-E outboards. They are designed to idle with the throttle plates completely closed. Read the service manual for the "synch and link" adjustments that sets the idle timing, eliminates throttle linkage slop, and sets carb throttle pick-up timing.

For ideal carb mixture adjustment, use a shop tach for peak rpm in gear.

It's best to decarbon the motor first, check compression, then check idle cylinder head temp before trying to set an idle on these motors.
