carb question

just got my carb kit for my 83 9.9 evinrude, just a quick question , on the low speed needle is there a seal that it needs? when i disassembled it looked as though one had deteriorated not sure though

If it is item number 21 in the parts diagram below, then it is your slow speed needle valve retainer. Just remove the old one and replace it with the new one in the kit. Just be careful not to damage the thread inside trying to remove the old one if it is stuck.
