1970 evinrude 115

Had a list of probs with this thing.. Other post:
Boat out for first time in my hand many problems

Got her to run but now I notice that cylinder 4 is floodin out. Checked plug good spark
smoke and hiccup from the throat of carb

took um off and tore them down.... no junk in bowl very clean, no discoloration.. looked like new gaskets when I pulled them

cleaned them up and put it back together like they were... same problem:#4 cylinder flooding out good spark on plug. Fuel blowing out front of carb, put my hand over it when it's running and it's the the only one blowin instead of sucking air... what would cause this???

Almost seems like the upper carb is thirsty for gas (idle screws opened much more then bottom)
and bottom carb is floodin... these jetted the same(upper and lower)? thanks in advance

oh yes pulled fuel lines and good fuel through both lines
