During priming, fuel is seen leaking from vent hole on the primer assembly cover and the gasket looks saturated. Does this imply a bad primer diaphragm or something wrong with spring/ball valve?

Diaphram. The only way gas gets to that vent hole is through the diaphram, which means it's cracked....and will cause all sorts of little problems if it's ran like that. It's cheaper to just buy the whole rebuild kit from here and re-do the whole carb. It comes with the fuel pump, primer, and bowl gaskets. Clean the carb while your at it. Will take you all of like 30 to 40 minutes to complete the job, and requires no more skill than turning on the t.v., as long you don't mess that carb adjustment on the front of the carb during cleaning.

Thanks for the reply post and I thought that was the direction I would get from those experts out there in this area.
