Carb kits for Evinrude 4hp and 15hp????

Just double checking, I decided to rebuild the carbs on my 2 Evinrude motors, one is I think a 1986 4hp motor, the other is a 1976 15hp motor. I'm HALF way guessing on the exact years but looking on I boats store it really don't matter as the kits are pretty much generic for most of the years in that range. My question is it shows the same carb kit part number for the 4hp and the 15hp. Which doesn't sound right. I couldn't imagine a 4hp using the same carb as a 15hp, but I don't know diddley about carbs. So I called my local Evinrude dealer and he said they take different Carb kits and he did not have the kit in stock for the 4hp but did for the 15hp. Is it possible that I boats kits come with parts to do a variety of models and years and the dealer just sells the exact kit? and for twice as much I might add. Any input would be appreciated
