carb adjustment

Hi Guys
I have been here several times and thanks for all your help.
I just put another carb on my 1960 5.5 Johnson seahorse and started out as instructed close both needle valves open top one 1an 1/2 bottom 1 full turn works good in neutral but when i put it in gear and give it full throttle seems not to run as fast as it should.
When in nuteral it picks up fast and speed seems OK.
have made all kinds of adjustment and nothing .
but a lot of oil on top of the water in the barrel test does that mean running to lean or rich?

check that it is firing on both cylinders

If it idles okay, leave the top screw alone, it sounds like it's too rich, get it above idle, and try leaning out on the lower high speed jet, turn the screw in a little at a time making note of each position, to see if it runs better. This really should be done under a load on the water.
