I have a '87 bayliner capri wiht a penta 2.3 and a penta 275 outdrive. My trim motor generally works fine (trims up with i tell it to and down when I tell it to) when im ideling/trailered or at low speed. As I don't have a trim gauge I've timed it to take aprox 10 sec to articulate from full in to full out positions. When I'm running on plane however, the outdrive doesn't trim out at all. I can hold the switch for as long as I want to (30, 40 sec, whatever) and if i then cut the engine and go check, it hasn't moved from full in. Does this make any sense?

This may sound rather elementary but have you checked the trim fluid, or bled the air out of the system recently? My trim would slowly start to leak down and it was from when I capped off the trim fluid when I checked it at the beginning of the season air naturally got in there.
At any speed it would constantly leak down and I'd have to keep my finger on the trim. I bled the system (self purging) and all is well now. That was 5 months ago.
May consider checking the trim seals given the year of the boat.
I say all of this, but of course I have an outboard too, and don't have any direct experience with I/O trim systems. Yours may be different?

Tilt is used to raise the drive for Trailering while out of the water. Not much force required.

Trim is used to adjust the Trim of the drive while underway.
The Trim Pump will have of push Back/UP harder than the engine is pushing the boat forward. Lots of force required.

Do NOT tilt the drive to the Full UP position while the engine is running. Very Hard on the U-Joints.
The Trim Up Control will have an automatic stop position to prevent you from going to the Full Trailering Tilt UP Position.

lots of guys in our marina have the older 270-280 volvo drives and these drives have only an electric trailer/tilt feature , not an electrohydraulic powertrim ! you will not find hydraulic trim rams on your drive, and because its not designed to be a powertrim you do not have an trimgauge.

the electric motor has not the power to move the drive against propeller thrust while underway, do no try it since you overload the system without any use.

a fullscale powertrim/tilt is used in later sx/dps etc drives by volvo .

You DON'T have trim on that model.
The unit is tilt only.
Try adjusting the position of the drive with the lockdown pin.
There's 3-4 holes for adjusting the trim.

You can do SERIOUS damage trying to use it as a trim.
At slow speeds it's ok to use it in shallow water.
