Can't find HIN/serial number on a '68 Arrow Glass boat to get it registered

We traded up a '68 Arrow Glass boat and can't get the title fixed in our names because we can't find the serial number. They told us where to find it and it is not there. Either the plate is gone or that is the wrong place. We have sanded the extra paint off and still can't find it. We read that there is often a 'secret' HIN number hidden on the boat, does anyone know where to locate that one, or where the original one might be elsewhere? We have looked all over the back of the transom where we were told it should be. Thanks.

Your boat pre-dates the HIN standardization... The serial number was probably on the capacity plate or some tag or decal inside the boat. Could be anywhere, or could be no where (worn off, painted over, removed, etc). I would look near the helm, under the consoles, all over the interior.

The second "secret" HIN you mention refers, I believe, to the 1984 rule that stated boats had to have a second HIN tag somewhere inside the boat. It would not apply to a boat as old as yours.

Boats manufactured or imported on or after August 1, 1984, also have a duplicate secondary HIN affixed somewhere on an unexposed location inside the boat or beneath a fitting or item of hardware. The purpose is to help authorities identify your boat if a thief or vandals remove or damage the primary HIN on the transom. It is illegal for anyone (manufacturer, dealer, distributor, or owner) to alter or remove a HIN without the express written authorization of the Commandant, U.S. Coast Guard.
