I have a friend that is a excellent welder. If I were to take my old tank out and cut out all the pieces and have him weld together, is this legal? I was wondering if it needs to meet any costguard standards or any stampings?

I cant imagine that there isnt a ton rules for the tank.
But if you build it to those regs or better, then i can figure why you cant do it.
After all, someone has to build the ones you buy.

You can make your own tank legally. Read the regs posted above (mostly about material and mounting) and make your measurements. You will assume ALL liability should something go wrong, but if you welder is competent, you should be good to go. Just pressure test it before installation.

There is no such thing as "specks" (guessing you were trying to abbreviate specifications) for the gas tank of a particular boat. As long as the gas tank meets the USCG standards posted above by A70Eliminator it is legal to use in any boat.
